A multi-agency investigation in Volusia County, Florida, has led to the dismantling of a major fentanyl and methamphetamine trafficking network, with 49 people arrested and hundreds of grams of narcotics seized. The operation, known as “Operation Ice Breaker 2,” was carried out by the Daytona Beach Police Department, the Volusia County Sheriff’s Office, the Florida Department of Law Enforcement, and the Statewide Prosecutor’s Office.
The case builds on an earlier phase of the same investigation, which began in April 2024 as “Operation Ice Breaker 1.” Daytona Beach Police Chief Jakari Young said that first round made meaningful progress but didn’t reach every target, setting up the follow-up sweep that ultimately closed out the organization.
During the second phase, investigators carried out controlled narcotics purchases and used court-authorized wiretaps to track the group’s leadership — work that helped connect local overdoses back to the suppliers behind them. Volusia County Sheriff Mike Chitwood credited the wiretap with breaking the case open, saying, “That wire led to where we are today.”
The second round of arrests brought in 24 people tied directly to the recent sweep, including its alleged ringleader. Investigators recovered 807 grams of fentanyl, 525 grams of methamphetamine, 101 grams of cocaine, and five firearms. Florida Attorney General James Uthmeier said the total arrest count across the full takedown now stands at 49, with several defendants facing lengthy mandatory minimum sentences, including 20- and 25-year terms tied to fentanyl trafficking charges.
Officials say the investigation remains active, with additional arrests and charges possible in the coming weeks.
