Peter Weber

Chief Executive Officer

Peter Weber has a distinguished career in driving growth and innovation within the technology sector. Previously, he was CEO and Executive Chairman at Curvature, expanding its global presence, and CEO of Carpathia, where he led the company to a successful acquisition by QTS. Earlier, he co-founded SevenSpace, which was acquired by Sun Microsystems, where he later managed a $5 billion IT services division. His leadership also includes roles at The Carlyle Group and Sunmedia, further establishing his reputation as a visionary in both technology and business.

Udi Levy

Chief Product, Marketing & Strategy Officer

Udi Levy brings extensive experience as the co-founder and former CEO of Cobwebs Technologies. A former member of the IDF Special Forces, Udi has been deeply involved in the intelligence and security sectors, applying advanced technologies to tackle global challenges. At PenLink, he continues to lead innovation and strategic initiatives, leveraging his expertise to enhance our product offerings and deliver impactful solutions for the law enforcement and intelligence communities. Outside of work, Udi is passionate about AI, art, and motorbikes.

Omri Timianker

International General Manager

Omri Timianker is a long-time entrepreneur and expert in technological intelligence solutions. He co-founded Cobwebs Technologies, which was acquired by Penlink in 2023. His career began in the IDF Special Forces and Israeli secret services, where he pioneered tactical SIGINT operations. Since 2005, Omri has focused on developing cutting-edge intelligence tools that support national security agencies and the private sector. His leadership and expertise have positioned Penlink as a leader in the field of technological intelligence.

Pat Severson

Chief Financial Officer

Pat Severson manages all accounting and financial operations at PenLink, overseeing daily accounting, billing, treasury management, and audit and tax preparation since 2018. He works closely with key managers to implement strategic initiatives and develop both annual and multi-year financial plans. Before joining PenLink, Pat held various financial roles at Stanley Black and Decker’s Stanley Healthcare division, focusing on commercial finance, mergers and acquisitions, and serving as Divisional CFO. He holds a bachelor’s degree in Accounting and Finance from the University of Nebraska-Kearney.

Terry Pell

Chief Customer Officer

Terry Pell served as Manager of the Information Technology Division for the Nebraska State Patrol, earning the Civilian Manager of the Year Award. With over 30 years of experience as a technologist for law enforcement and related organizations, Terry has spent the last 15 years at PenLink. As Chief Customer Officer, Terry leads the teams responsible for Customer Implementations, Success, Support, and Training. His work has taken him around the world, providing valuable insights into the challenges faced by law enforcement today. Outside of work, Terry is an avid scuba diver and loves spending time by the ocean.

Shay Attias

Chief Technology Officer

Shay Attias brings two decades of experience in the tech industry, driving innovation and transforming complex challenges into efficient solutions. Known for his ability to blend advanced technology with a sharp wit, he is dedicated to turning data into digital gold and pushing the boundaries of what’s possible. Shay firmly believes that “the only way to do great work is to love what you do,” a philosophy that guides his unique strategic approach.

Eyal Bachar

Managing Director, Americas

Eyal Bachar brings over 25 years of technology experience, focusing on actionable intelligence in the defense and cyber industries. With a strong background in strategic leadership and global corporate management, he helps organizations tackle complex challenges. Eyal holds a Master’s Degree in Engineering from Tel Aviv University, reflecting his dedication to excellence in technology and management.

Lt. Gen Scott A. Howell (Ret.)

Board Advisor

Lt Gen Scott A. Howell is the former commander of Joint Special Operations Command (JSOC), retiring from the U.S. Air Force in August 2021 after a 34-year career in special operations. He deployed extensively to Afghanistan, Iraq, Syria, Kuwait, and other global hotspots. Before leading JSOC, he served as vice commander of U.S. Special Operations Command (USSOCOM), coordinating initiatives with the Department of Defense and other agencies. Howell also commanded NATO Special Operations in Afghanistan. A CAPSTONE senior fellow at National Defense University, he holds numerous awards, including the Defense Distinguished Service Medal and Bronze Star, and earned degrees from the U.S. Air Force Academy and National War College.

James A. Dinkins

Board Advisor

Jim Dinkins is the President of Thomson Reuters Special Services (TRSS), with over 30 years of experience in federal law enforcement and banking. He began his career with the U.S. Customs Service, later leading financial security initiatives at the Department of Homeland Security. Jim was instrumental in establishing Homeland Security Investigations (HSI), managing a $2 billion budget and 9,000 employees. After retiring from law enforcement, he joined TRSS, then held senior roles in financial crimes compliance before returning as President in 2019. Jim also serves on advisory boards for the National Center for Missing and Exploited Children and the American Gaming Association.

Constantine M. Saab

Board Advisor

Constantine Saab is a seasoned board director, advisor, and entrepreneur specializing in national security and strategic technologies. Over the past five years, he has focused on venture capital investments in dual-use technologies and co-founded an AI gov-tech company. Constantine serves on the boards of HackerOne, Strider, and NobleReach Foundation, and advises Peraton and Anduril. As Senior Advisor at Valor Equity Partners, he previously served as Managing Director and CTO. Prior to 2018, Constantine held various leadership roles at the CIA, including Chief Strategy Officer. He holds degrees from Harvard Business School, Virginia Tech, and the University of Virginia.
