Q: How has the investigative process changed over the last three to five years?
A: The investigative process has evolved significantly, driven by technological advancements and the increasing volume of digital data. We’ve seen a notable increase in the availability of location data. More sources now come with location information attached, making it crucial for investigators to provide all data with location details for comprehensive analysis.
Additionally, the range of communication platforms has expanded dramatically. We’re now looking at call records, various social media apps, and even vehicle infotainment systems as potential sources of communication data. This broadens the scope of evidence but also adds complexity to investigations.
File sizes have also grown substantially, which means we need to be more selective about which files to retain. It’s important to determine which files will actually benefit the case and to manage storage efficiently. Storing all original files for potential re-analysis is no longer always feasible due to the sheer volume. We are increasingly relying on past archives once older cases go to court, which stresses the importance of proper file conversion and treatment during the initial analysis.
These changes highlight the need for adaptability in our processes to effectively manage and analyze the expanding data landscape with the advanced data analytics programs PenLink provides.
Q: What impact does digital evidence have on clearing your cases?
A: From my perspective, digital evidence is crucial for clearing cases. It provides a wealth of information that can be quickly analyzed and cross-referenced. Although there are instances where we need to manually enter hard-copy information into spreadsheets to load it into our data analytics programs, the overall impact of digital evidence is profound. It enhances the speed and accuracy of investigations, making it an indispensable tool in modern law enforcement.
Q: Research shows that investigators believe digital evidence is more important than DNA evidence. How would you compare the two?
A: Each type of evidence provides a unique layer of information. Digital evidence offers insights into communications, locations, and activities, revealing patterns and connections that might otherwise go unnoticed. DNA evidence, on the other hand, provides concrete biological links to suspects and crime scenes. While digital evidence is becoming increasingly vital in modern investigations, DNA remains a cornerstone of forensic science. The more layers of evidence we have, the stronger the prosecution’s case becomes. By combining digital and DNA evidence, we can create a comprehensive, multi-faceted approach that significantly enhances the overall investigation and prosecution process. Both are indispensable tools in the pursuit of justice.
Q: How has PenLink made your team more efficient?
A: PenLink has become essential throughout the entire investigative process. A: My favorite tip for using PenLink is to start a case by loading all call records and social media records into PenLink’s data analytics tools. This helps establish the time range I’m working with and identify any common numbers between multiple target numbers, including calls between target numbers, indicating if the targets know each other. This immediately tells me if we are on the right track or not.
Next, I use PenLink’s mapping and visualization tools to check which, if any, target was in the area of the crime incident on the day it occurred. The location of the phones helps me determine which devices are significant for being at the incident site.
Finally, I return to PenLink’s data analytics tools to develop link charts and call reports, which help display the chronology of the case. This structured approach allows me to efficiently narrow down key information and focus on the most relevant data, making the investigative process smoother and more effective.
Q: How are the expectations for investigations evolving, and how are you preparing for those changes?
A: Expectations for investigations are evolving with a growing emphasis on visual displays of evidence. Prosecutors increasingly value having clear visual representations of connections between defendants, such as the call reports and link charts from PenLink’s data analytics tools, as well as the locations of suspects and victims provided by PenLink’s mapping and visualization tools.
We frequently encounter cases where new investigators are directed by the district attorney to seek our analysis. These investigators often face a steep learning curve, not just with obtaining search warrants but also with analyzing call records and social media returns. This complexity highlights the need for more analysts to handle the increasing volume of requests and ensure thorough, accurate analysis.
To prepare for these changes, we focus on expanding our team’s capabilities and providing training to address the growing demand. By enhancing our analytical resources and staying up-to-date with technological advancements, we can better support investigators and meet the evolving expectations of the investigative process.
